In the wake of the formation of Northern Ireland's power-sharing executive, British diplomat Henry Stanfield is appointed to head a South African-style Commission for Truth and Reconciliation, with the aim of settling any lingering resentments over the thousands of deaths that occurred on both sides during the Troubles. His primary concern becomes an investigation into the disappearance of a teenager 20 years previously.
